LED lights on a model car?

I have seen these 1/18 inch scale police cars that people have taken LED lights and put on there to give the car functioning lights. I am wondering if anyone knows how to go about doing this, as I wanted to build a car for my department. I know where to get the car, but I need to know how to do the lights and set them up to have different strobe patterns and whatnot. I know one of the components needed is a micro controller, but I have no clue as to what I am looking for, nor how to program the lights to flash in a certain pattern. I guess I can research all that once I find out what a micro controller is Any information on this would be greatly appreciated.

Just bought a new cam and was wanting a much larger battery to go with it, it comes with a NP-FV30 battery but this is tiny, its Big brother would be a NP-FV100 but this costs about £150. So i am on the hunt for a cheaper similar product. thanks
